Following this opinion is the article that appeared in the CT Post.
Opinion: This project is going to be disastrous to the Naugatuck Ave/ Milford Point /Beach Area. 
The members of the West Shore Neighborhood Association have requested a full traffic and safety study from the Milford Police Department.  The Association requested the study because of unanswered repeated
pleas to the Planning and Zoning Board to do so.  During the recent heavy rains last week
Naugatuck Ave., where the entrance to these condo's will be, was completely flooded
and impassable.  There was no consideration for additional parking.  When the resident's of this
development have company, these vehicles will park on Naugatuck Ave. or Milford Point Rd.
Naugatuck Ave. is the main evacuation route for all of the beach area. This project is a danger to all in this area.

One person during the Public Hearings mentioned that the land should
remain undeveloped.  The "neighborhood" did not expect the land to remain undeveloped
they only wanted a scaled back project of perhaps 15 units
which would have far less impact on the area. This project has be shoved down the
throats of this neighborhood by the developer "threatening" us that if the 21 units
were to be voted down, the 28 or, worse yet, mixed use would be built.  We are not
stupid people, any developer in their right mind would not build mixed use in this area as
there are many units vacant- it would not be profitable. 

The following quote came from an article that recently ran in the New Haven Register regarding
an application filed in Branford that included affordable housing components. "
Opie said affordable
was a laudable goal, but the town couldn’t afford to sacrifice good planning that protects the
health and safety of residents."  If only our town officials felt the same.

Branford PZC rejects plans for 120-unit complex


We appreciate the time and effort that the members of the Planning and Zoning Board devote. However
the rules by which the board operates needs to be changed.  The Agenda is no longer published
on the website.
We no longer live in society that searches the newspapers for publication notices.
If there is a major zone change, each resident should be notified of the meetings by
mail.  We ask, how many people attended the Public Meetings regarding the
zone change?  Did the 200+ people that attended the Public Hearing for the 28 units also
attend the other meetings?  The answer is No, and why?  Because we are busy people and
left our trust in the hands of the Planning and Zoning Board to protect our best interests, we
were, quite simply caught off guard.  Yes, admittedly our fault. 

The only winner here was the developer who will build his over sized project, leave us with the
traffic and parking issues, take his money and run.

Please remember that this web site was intended to be a vehicle in which to notify you of events
and issues that concern this district.  Shame on us if this ever happens again in the 3rd.

Milford P&Z OKs Naugatuck Ave. condo project

MILFORD — A scaled-back condominium project on Naugatuck Avenue that angered neighbors concerned about flooding in the area was unanimously approved by the Planning and Zoning Board Tuesday.

Board member Nanci Seltzer, who represents the neighborhood, voted in favor of the project, with assurances from the developer that flooding isn't going to be an issue. An engineer on the project has said storm drains and water runoff systems should actually improve drainage in the area.

"Your work is reputable, but I want to put this on the record," Seltzer said before voting on the application. "You have to make sure residents who live behind the site will not have any drainage issues."

The project, being developed by James One LLC, includes 21 condominium units in five buildings. A previous application to construct 28 units on the site under the state's affordable housing statute was rejected by the board last month. The developers are appealing that decision.

Board member Frank Goodrich said it was "selfish" of neighbors not to expect someone to develop the 1.5-acre parcel.

"If somebody wants to buy the property and pay taxes on it without developing it, then that would be fine," he said. "But to expect someone to keep the property undeveloped is selfish."

He added advantages of the project include less traffic than a mixed-use development, little impact to local schools and increased tax revenue from a blighted property.

"This project will have the least impact on the neighborhood and it has my approval," he said, adding his concerns about the previous application, including garages for two handicapped accessible units, were addressed by the developer.

An attorney representing the developer said construction on the project will likely start as soon as possible.

"My client will be very pleased that the board approved the application unanimously," Leo Carroll said shortly after the meeting, which was held in the City Hall auditorium.

Although he has yet to speak with his client, Carroll said the developer would "in all likelihood" withdraw his appeal of the board's previous decision.
